1. About the Journal

Journal of Research and Teacher Education Development is the official journal of Pakse Teacher Training College (PTTC). It is a peer-reviewed international journal published since 2015 and represents a continued academic publication of Pakse Teacher Training College.

The current journal title was officially adopted in 2021, featuring biannual online publications. The journal's online publication is permanently recorded in the ISSN register.

Manuscripts should be written in a clear, concise, and direct style so that they are intelligible to the professional reader who is not a specialist in the particular field. Anyone wishing to submit a manuscript is advised to carefully read the "Instructions for Authors" section of this journal. The only manuscripts acceptable are original research articles (regular papers) that have not been previously published elsewhere, except in a preliminary form (such as an abstract, thesis, poster, or oral presentation).

PEER REVIEW PROCESS

1. Submission & Initial Screening

  • Author Submission: Authors submit their manuscript to the journal through the online submission system, providing the manuscript, a cover letter, and any supplementary materials (e.g., datasets or figures).

  • Initial Checks: The journal staff performs an initial screening to ensure the submission meets basic formatting, scope, and ethical guidelines (including plagiarism checks and authorship verification).

2. Editorial Screening

  • Editorial Review: The Editor-in-Chief or Associate Editor evaluates the manuscript for overall relevance, novelty, and fit for the journal’s scope.

  • Desk Rejection: Manuscripts that do not meet basic standards or are outside the journal's scope may be rejected without external review.

  • Selection of Reviewers: If the manuscript passes screening, the editor identifies potential peer reviewers who possess specific expertise in the manuscript’s subject area. Reviewers are typically academics, researchers, or experts in teacher education.

3. Reviewer Invitation

  • Invitation to Review: The editor contacts the selected reviewers to invite them to assess the manuscript.

  • Acceptance or Decline: Reviewers accept or decline the invitation based on their expertise, availability, and potential conflicts of interest.

4. Peer Review Evaluation

  • Review Types: The journal may employ various formats, such as:

    • Single-blind: Reviewers know the authors’ identities, but authors do not know the reviewers' identities.

    • Double-blind: Neither authors nor reviewers know each other’s identities.

    • Open Review: Identities of both authors and reviewers are known.

  • Review Criteria: Reviewers typically evaluate the following components:

    • Originality and significance of the research

    • Methodological rigor and validity

    • Clarity and quality of writing

    • Appropriateness of references and citations

    • Ethical compliance (e.g., educational research ethics and human guidelines)

  • Review Report: Reviewers submit detailed comments, recommendations, and confidential notes to the editor. Recommendations generally fall into: Accept without revision, Minor revision, Major revision, or Reject.

5. Editorial Decision

  • Synthesis of Reviews: The editor evaluates all reviewer reports, weighing any conflicting opinions and considering the manuscript’s alignment with the college's journal standards.

  • Decision Notification: Authors are informed of the final decision along with the reviewer comments. Typical decisions include: Accept, Revise, or Reject.

6. Revision Process

  • Author Revision: Authors revise the manuscript according to the provided feedback and submit a revised version alongside a detailed point-by-point response letter.

  • Second Round of Review: Editors may send the revised manuscript back to the original reviewers or assess it themselves to determine if the revisions are sufficient.

7. Final Decision and Publication

  • Acceptance: Once the manuscript meets all reviewer and editorial requirements, it is formally accepted.

  • Copyediting and Proofing: The manuscript undergoes professional editing for style, grammar, formatting, and typesetting. Authors must approve the final proofs before publication.

  • Publication: The article is published online in the journal and indexed in relevant academic databases.

KEY CONSIDERATIONS

  • Integrity: Reviewers must remain completely unbiased, objective, and maintain strict confidentiality.

  • Timeliness: Reviewers are expected to return their evaluations within a reasonable timeframe (usually 2–6 weeks).

  • Ethics: Editors ensure that conflicts of interest, plagiarism, and research misconduct are managed strictly and appropriately.
